Toxic elements, such as arsenic, lead, cadmium, and mercury, are found in certain foods. Toxic elements in foods can present a risk to human health; therefore, the FDA actively monitors the levels of toxic elements in the food supply and takes a systematic approach to reduce the risks posed by toxic elements, especially to vulnerable populations such as infants and children.
FDA has established action levels for toxic elements in certain foods, such as infant rice cereal, and proposed action levels for toxic elements in other foods such as fruit juices, including apple juice. More information on action levels can be found on FDA's website, Chemical, Metals, Natural Toxins & Pesticides Guidance Documents & Regulations. Where the agency has not established limits, FDA evaluates contaminants such as toxic elements in food on a case-by-case basis. In making a determination as to whether a level of a toxic element in a food may render that product injurious to health, FDA takes into account the properties of the specific toxic element present in the product, the amount of the toxic element present in the product, consumption data available for that product, and the segment of population to be most at risk if they consume the product.

On April 8, 2021, FDA announced the "Closer to Zero" action plan which identifies actions the Agency will take to reduce exposure to toxic elements from foods eaten by babies and young childrento as low as possible. FDA has prioritized babies and young children because their smaller body sizes and metabolism make them more vulnerable to the harmful effects of these contaminants.
